fix: goreleaser upgrade

Use `2.9.0` instead of `2.9`

The
[job](https://gitlab.com/gitlab-com/gl-infra/jsonnet-tool/-/jobs/9929078869)
is failing because it's sending the wrong request.
It should be
https://api.github.com/repos/goreleaser/goreleaser/releases/tags/v2.9.0
(the missing `.0.` at the end)
