Enable "universal SSL" (SSL Cert management) on all domains under cloudflare

As highlighted in https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/8617

Post migration we want to look at moving over SSL certificate management of all domains under cloudflare to be handled by cloudflare themselves (They call this "Universal SSL").

This is done when cloudflare handles all certificate management between end users and cloudflare for our domains under cloudflare
