Deploy Thanos rule server

In order to provide top-level business metrics we need to deploy the Thanos rule server that can evaluate data across different Prometheus instances. This also allows for global alerting rules to be written.

• Deploy the rule service in the ops env.
• Create a separate set of rules in the runbooks repo.

This service can be colocated with the query server for performance and HA.
