Windows CI: Install, configure, and upgrade GitLab runner with ansible

We need to be able to install, upgrade, and configure the runner application with ansible.

First WIP MR on the matter can be found at https://ops.gitlab.net/gitlab-com/gl-infra/ci-infrastructure-windows/merge_requests/1

The playbook must be able to

• install the runner
• upgrade the runner to a new version while properly shutting down the old one
• configure the runner
• install/update the autoscaling binary
