Cloudflare: Implement API rate limiting (optional)

Implement rate limiting in Cloudflare as decided in https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/8454. In order to monitor the rate of requests being limited we can use the solution prototyped in https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/8466.

This should be implemented via terraform
