Investigate frontend/single_node_cpu saturation warning

Impacted Saturation Point: single_node_cpu

We seem to be routinely hitting 100% CPU saturation on the HAproxy/frontend fleet. Considering how long this issue has been ongoing it may not actually be a problem. However, we should investigate, and if it is not leading to peformance slowdowns, we should adjust the saturation SLO.
