Add a runner in https://ops.gitlab.net/gitlab-org/gitlab-qa with specific tags

A separate, dedicated runner is needed with tags docker, triggered-packages and 7gb for running some e2e test jobs in https://ops.gitlab.net/gitlab-org/gitlab-qa pipelines similar to what we have in https://gitlab.com/gitlab-org/gitlab-qa/-/settings/ci_cd.
