Codify update rules for GitLab Status page
Our customers—internal and external—rely on status.gitlab.com to determine whether an issue they're experiencing is known by our support and reliability teams. The status page is also the primary means for broadcasting public information about incidents. To ensure this is always the case, we will produce a set of rules in the on-call checklist. We should update our tools to communicate around the status updates, thus ensuring the status page is not a secondary medium for communication.
