Consider better alerting for HTTP502

During: https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/6147

We only received alerts, not pages that something was wrong. Re-evaluate our current rule set to see what can be done to ensure if there is a problem we are being paged.
