Setup network-level access to database replica for ELT loads

This is the second part of https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/5847: Provide network-level access (VPC + firewall rules) to the archive replica in gprd for the ELT job runner. See the discussion over in https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/5847.

• From the gitlab-analysis project's network
• Limit access to resources in gitlab-production to only said replica
