Add user tracking metrics to dashboards

Awhile back @grzesiek gave us some really nice user tracking metrics but there was never a followup to create a dashboard for gitlab.com and alerting based on them.

This issue is to create a dashboard, perhaps add a summary to triage, and alerting where it makes sense.
