Investigate our rsyslog configuration for blocking situations

While investigating production#553 (closed) it was discussed that we don't fully comprehend whether or not we are blocking for log data, potentially dropping or interfering with haproxy due to logging.

Investigate whether our current configuration is problematic towards haproxy.

If so, plan out what we should do for any potential improvements.
