Update Pagerduty api key to use v2 for cog
Got an email from PagerDuty that the v1 api is being deprecated:
In Pagerduty, there are 2 keys still using v1:

We can probably check with support and remove the zendesk, but likely need to update the GitLab Cog key whereever it is used
