2018-06-25: Delayed CICD processing on GitLab.com

From 14:00 to 14:45 there was a severe degradation of CICD jobs on GitLab shared runners. The issue was that the runner version was inadvertently reverted due to a chef role discrepancy on disk. The discrepancy resulted in the runners being reverted to version 10.8.0-rc3

Applying the correct version on the master branch with https://dev.gitlab.org/cookbooks/chef-repo/commit/0f2575f52a8f38112d6ff9161e5d16490e0142b8 (internal only) and applying the version update resolved the issue.
