Clones from production are slow
Clones from gitlab.com are currently capped around 170 KiB/s, and we're still debugging it.
Here's what we know so far:
- Slow over both HTTP(S) and SSH
- Slow regardless of project (likely eliminating storage)
- Fast on staging, canary, and dev
The timing of this seems to line up with our splitting of the Redis cache, though may or may not be related.
