Build CA for managing internal certificates within internal GitLab production network

We need this for multiple things, so we just need to build it.

The idea is that we can issue certificates we can trust from within our production network.

This is needed for:

• Securing consul
• Vault
• Securing internal https traffic
• Gitaly's gRPC
• General security tooling
