Provision `gitlab-docker-shared-runners-manager-X` to allow usage of `docker` in our forks

TL;DR

Currently all CI jobs run within GitLab-org projects and forks usually do run against shared-runners-manager-X. This makes our projects to use a general purpose runners for our projects, where rather we should use our own.

Proposal

Implement Proposal 2.

We need to introduce additional gitlab-docker-shared-runners-manager-X that would define gitlab-org-docker and run in a privileged mode. This runner should be configured instance-wide to allow usage of it for all forks.

We would additionally create documentation and update all our projects to use gitlab-org-docker to indicate a type of runner to use.
