Alerts in #alerts-general channel no longer have thread/replies with various options

As reported by @andrewn in https://gitlab.slack.com/archives/CD6HFD1L0/p1583829096389600, alerts in alerts-general channel no longer seem to have thread/reply with various options such as silencing, opening an issue...etc. Example:
