create test environment in staging for capacity planning

considering the issue : https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/9094

We need the necessary environment to proceed with the GPT:

• database server with the setup similar with production
• create a box to deploy the performance tool.
• Configure boxes for pointing Gitlab instance to the database box.
