Fix assorted persistent prometheus scrape errors

After https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/8979, we have a new prometheus alert for targets that cannot be scraped. As expected, this is firing a lot. This issue is designed to track the first "batch" of these so that we can properly pay attention to the alert in the future.
