Increase GCP CPU quota for us-east1 in gitlab-production

We are currently using 3507 / 3700 vCPUs in the us-east1 region in gprd: https://console.cloud.google.com/iam-admin/quotas?project=gitlab-production&organizationId=769164969568. I'll create a GCP ticket to raise this limit.
