Create GitLab hostname for Geo site in Staging Ref environment

Per gitlab-org/gitlab#350869 (closed) Geo site in Europe needs to be added to Staging-Ref 10k Hybrid environment.

Please configure a hostname for 34.65.51.8 to point to geo.staging-ref.gitlab.com.
