Connect Thanos to staging-ref

To use the existing Thanos and Grafana services.

• Expose Prometheus endpoint (e.g. VPC Tunnel, LB, IAP, Cloudflare Access ?)
• Configure Thanos auto discovery to scrape the endpoint
