Create gitlab-sandbox-db environment for sharding team

This issue tracks the first deliverable for the sharding team, we will create the following:

Two patroni clusters, 1 named main and the other ci
A single GitLab Omnibus install (manually managed, configured initially with Ansible)
Initially configured to use the main cluster
SSH access with gcloud
