UX: Workflow to adjust limits for existing customers

Background

As mentioned in https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/13760#note_643417679:

For existing customers, we could consider highlighting the value in admin console as @engwan suggested here: &529 (comment 643396573).

Additionally, we need to make existing customers aware that they need to check up on their settings.

Proposal
