Move GitLab.com incident management to incident types

With gitlab-org/gitlab#260375 (closed) complete we can now start creating issues via the api. We can use a GraphQL mutation to set severity so this should be possible as well https://docs.gitlab.com/ee/api/graphql/reference/#mutationissuesetseverity
