Add warnings to production checks

The production checks in release-tools is used not only for deployment blockers but also for feature-flags. For feature-flags it would be helpful to introduce warnings in addition to failures, I think this might be useful as well for promotions.

Example warnings:

• Open S3+ incidents
• In progress C3+ change issues
