Allow production check triggers to update an issue with a note

One of the first things we will like to see when an incident is declared is whether there are any other ongoing incidents, ongoing deployments, or change issues, as well as the general health of each service.

The production checks seem to be a good fit for this, which could be triggered from incident creation to update the incident issue with a note containing the info.

I propose that when a chatops production check is triggered, if we have an env variable set that contains an issue number, we then will update the issue with a note. This can be in addition to or in place of updating Slack.
