Enable VPC flow logs for gitlab-ci-plan-free-X projects

Overview

For the main gitlab-ci project we have VPC Flow logs enabled. This is useful to figure out where our traffic is going on the ephemeral VMS for projects like gitlab-ci-plan-free-7 where srm7 creates these ephemeral VMs.

How to enable

You should enable it through the ephemeral vms module so that each gitlab-ci-plan-free-X project has it enabled.
