Revert the CI Runner Apdex threshold changes to be higher

A recent Google Cloud issue caused a problem where our CI Runner apdex dropped to just above the threshold to alert the Engineer on Call. production#4055 (closed)

The SLO metric should have alerted the EOC and would have had a fix sooner.
