Enable threaded I/O on redis-cache gstg

Now that redis-cache has been upgraded to 6.0, we can enable threaded I/O for consistency.

We should use a change issue, since it involves a reconfigure, which requires coordination.

Previous change we can base this on: production#4496 (closed).
