Monitoring of Jaeger Operator

Similarly to: https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/11603 we'll want to monitor the jaeger-operator itself. If possible, we'll also want to use the features available in the operator itself (enabling the ServiceMonitor might be a config option for the operator).
