Gitter domains to transfer to Element

As part of the Element acquisition of Gitter, the Gitter domains need to be transferred over.

I am not quite clear where GitLab manages domains but these are the two relevant domains:

gitter.im
~~troupe.co~~
gitter-static.net

For the Route53 DNS stuff, it's currently in the GitLab AWS account (Route53) and needs to be migrated to the troupe AWS account. This is also be inquired about in https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/11505#note_421554099
