Configure TCP timeout settings for gitlab-rails postgres connections

Once gitlab-org/omnibus-gitlab#5634 (closed) is implemented we should set those parameters so we can gracefully handle TCP connection timeouts in GitLab.com. This would prevent incidents like production#1421 (closed).
