unify oauth creds names

Currently, the auth creds use different names in different envs, for example in gstg: monitoring, in ops: prometheus-app. In addition to that, those names are hardcoded, e.g. in gitlab-monitoring-secrets. These are surrounded with feature flags.

Consider putting another layer of indirection by putting secret in GCS
