Add auditing capability to gitlab-patcher so that we can determine which patches have been applied to nodes.

If this tool is going to live on we should add some sort of auditing capability to know patches have been applied. For a shortterm fix we could drop a file on disk and use the file exporter to get the data into prometheus, similar to what we do for omnibus versions.
