Labels for Delivery issue tracker

With triage-ops!7 (merged) I have added automatic team label setting.

I am considering another workflow, but would like to discuss with the team before I implement.

Unless there are any concerns, Triage would add a comment to any issue asking for action if it does not have one of:

• kubernetes
• deployer
• patcher
• AutoDeploy
• release toil
• corrective action
• security-release
• release tooling
• team-tasks
• documentation

I would not create a catch-all label because that is as bad as no label.
