Create staging configuration for `project_export` sidekiq queue for Kubernetes

Utilize this issue to track the work necessary to build and deploy a configuration for staging.

• Build helm chart configuration
• Validate configuration consistency between the omnibus and kubernetes install
• Validate we can export projects from staging

⚠ We do not yet have automated deploys of this working, so we should consider disabling this configuration until then

❕ it is not expected this will impact QA tests as we only test the UI, not the results of an export job
