We currently expect developers to be able to provide patches for the [https://ops.gitlab.net/gitlab-com/gl-infra/patcher/](patcher project) on ops, however the access for that project is locked down, requiring developers to fork it if they need to submit a hotpatch. Should we share this project with `gitlab-org` on ops at a Developer level in order to ease the development workflow?
