Enable HPA and fine tune Pod count for urgent-cpu shard

After we've fully migrated the urgent-cpu-bound sidekiq shard, utilize this issue to observe our metrics and properly evaluate efficiency and Pod usage. Use these details to come up with a plan of action to enable the HPA to perform it's job, and consider fine tuning our Pod counts to ensure we are not under or over provisioned.
