Release-tools picked a version of Gitaly behind a prior version
Investigate why we saw Gitaly seemingly become downgraded.
On 2020-06-11 We performed 2 deploys:

The problem that was reported is that commit 8a1daafa720b790f14460ebd61d134a6df82412e appeared missing in our second deploy.
However, when looking at the git tree of the
master branch, this commit should have been in all of these commits.
Based on log data alone, it would appear that we pulled and moved forward on the git tree as expected:

One item to note is that I've not seen a tags in the Gitaly repo:
So I'm not sure where these are from, but they are being reported by Gitaly currently. I would expect to see the SHA's noted above. This can be found in our
