Upgrade GKE Clusters to Kubernetes 1.16

As part of keeping our clusters up to date, and also to enable us to continue to adopt some more advanced features such as Google Managed Certificates, and Google Config Connector as an addon, we should upgrade our existing GKE clusters to 1.16 which has landed in the regular channel.

This is also a blocker to upgrading the prometheus operator
