Create a release instance to install and QA our final package prior to publishing

Utilize this issue to track the discussion, implementation details, and work to create an instance to be utilized for installing our soon to be published packages. The goal of this instance would be to install the omnibus EE package and allow QA to run against it.

Proposal

• Create instance in Google project gitlab-release
• Utilize FQDN release.gitlab.net
• instance type n1-standard-2
• Utilize a 100GB root volume
• Create a chef role that enables a full GitLab installation onto a single node including all components, postgres, redis, sidekiq, etc...
• We'll need object storage buckets created/configured
