Remove blocking from old stable branches in `gitlab-org/gitlab`
As part of #2691 (closed), Danger rules were added in the GitLab canonical project to prevent engineers from merging bug fixes into stable branches outside the new maintenance policy. Although controlling the code introduced into stable branches could be considered a good idea, in the long term it is counterproductive for the new maintenance policy:
- Stable branches become a shared responsibility between Delivery and Engineering. Preventing engineers to merge into older stable branches diminishes this responsibility.
- Stable branches will no longer represent the source of versioned packages, instead, tags will act as indicators.
- Complicates the backport request process.
The purpose of this issue is to remove the Danger rule that prevents engineers from merging changes into stable branches.
