Updating gitlab-pages secrets didn't trigger a deployment

After merging gitlab-com/gl-infra/k8s-workloads/gitlab-com!1464 (merged) to update gitlab-pages certificates, we noticed that the old certificates were still in place after the pipeline has finished running.

@hphilipps confirmed that no deployment was triggered as a result of this pipeline and we resorted to triggering a deployment manually to propagate the secret changes.

Is this the intended behavior or is it something that we need to rectify in the pipeline?
