Test rollout of Ruby 3.3 package to gstg-cny, gstg-ref, and gprd-cny

Proposal

Deploy a Ruby 3.3 package to gstg-ref, gstg-cny and gprd-cny before the planned production rollout.

We can expect to use the steps documented in https://gitlab.com/gitlab-org/release/docs/-/blob/master/general/ruby-upgrades.md#test-rollouts that was updated after the Ruby 3.1 rollout.

We have decided that we will continue with the rollout to gprd-cny once we have deemed that everything works as intended in gstg-cny.

Pause auto-deployments

Test deployments will take around 7-9 hours, since we will be rolling out to both gstg-cny and gprd-cny during this test rollout, assuming that the package will be successfully deployed in gstg-cny. During this rollout, auto-deployments from gstg-cny will need to be blocked.
