18.4 FOSS stable branch is broken

Context

Today, while preparing the 18.4 release, it was noticed that the FOSS stable branches have been broken for a while; however, the stable branches for the GitLab projects did not present these failures

Recently, Delivery enforced automation to create release candidates, and this automation validates the readiness of the stable branches. The automation was temporarily disabled to prevent blocking the releases gitlab-org/release-tools!4475 (merged).

However, it is important to address the failures of these branches.

Tangentially, Delivery should also decide if we need to continue validating these branches.
