Release Environments - GET - Document Getting Access to Kubernetes Clusters

Based on discussions in #21138 (closed) the plan is to give employees access to the GET Release Environments using the gcloud CLI. This issue is for tracking the status of adding this documentation in the release-environment/connect-to-instance runbook.
