Announce the extension of the maintenance policy to GitLab customers

Context

As discussed in Launch coordination: New monthly release proces... (#21430), we're planning on officially rolling out the extension os the maintenance policy with gitlab version 18.5.

We need to prepare a customer notification about the extension of the maintenance policy.
