Reduce test flakiness on stable branches

GitLab test suite is subject to flakiness. Flaky tests are addressed in the main branch but not backported to stable branches. To reduce test flakiness on stable branches, fixes for flaky failures, whether fixes or fast-quarantine commits, should be automatically cherry-picked into the last three stable branches.
